My Lord:-

In reply to Your Excellency's note of the

23rd July, I have the honour to inform Your Excellen-

cy that I have received a telegram from my Govern-

ment, stating that Senor Don Felipe Mesa exercises

jurisdiction in matters of discipline over the Con-

sulates of the Republic in Asia, and that Senor Cesar

Monteiro has been appointed Consul at Hongkonɛ, and

his commission dispatched.

The Peruvian Government also express the

desire that Her Majesty's Goverment will give tele-

graphic instructions which they believe necessary

to the Governor of Hongkong, to arrange that the ex-

Consul Ir. J. Grant Smith shall hand over the archives

of the Consulate.
